Utility poles in the courtyard

It was unclear whether these utility lines were active or not. A nearby transformer sitting on the ground dutifully hummed away as we passed, although key systems including lighting, security, and the fire alarm were not receiving power. The main bus in the main building was dead, as nothing happened when I hit 'test' on the GFCI.
