Getting a chance to see the tower up much closer, I began to wonder if the overhands on each floor were intended to be balconies, or if they were purely for aesthetics (and maybe a slight cooling effect blocking out some sun). At hte very least, the top floor appeared to have something resembling a balcony (it did not actually have a balcony).
