HVAC equipment not fully installed in suite

At some point, probably after the hotel closed, some HVAC equipment was moved into the suite. There was another unit just like this in the washer/dryer room. From the looks of it, there are electric lines, as well as refrigerant lines, coming through a hole in the closet ceiling. The unit did not appear to be hooked up. However, I wondered, if this was an air conditioner compressor, how could you just stick it in a closet? Wouldn't that make the closet really warm? It's like trying to cool a room with a refrigerator. You cannot cool a room with a refrigerator because the work to run the compression cycle to generate "coolth" is not perfectly efficient.
