Palisades Parkway pedestrian overpass

Immediately south of Exit 3 on the Palisades Parkway is this pedestrian overpass linking a small impromptu parking area on 9W with the hiking trails in the park to the east of the Parkway. As you can see there is no protection for pedestrians or for passing cars below. I'd imagine this overpass has had its fair share of pumpkins dropped off it.
