Painted wall and wetness in the castle

It appeared that the castle had a graffiti problem at one point, hence the painted walls and strong metal door and padlock keeping the place closed. There was also a puddle on the floor inside the castle. I found it strange that the interior was so bare. It seemed to me to be a waste of a perfectly good structure. Sure, it is effective as a monument, but why not make it an inhabitable building instead of just a locked empty room?
