Water tower ventilation

The ventilation at the top of the tank keeps the air in the "empty" portion of the tank at equal pressure to the atmosphere, preventing pressure from building up inside the steel vessel. The vent can also be removed (laboriously) to permit access to the inside of the tank, however, an access hatch nearby provides the same access anyway.
