Underground utility access hatch

It was somewhat surprising to me that this building had underground utility service, considering its age, but then again, I didn't actually lift the hatches to see what was underneath. Just a guess though, that this is (from 12 o'clock, clockwise) sewer service, communications conduit, electrical conduit, and water service.

Further up the hill are several transformers with electric meters that are quite new... in fact I was surprised, there isn't much that needed power, so what were they for? There's a bathroom at the top parking lot but otherwise, don't know.
