Wesley Lake pipe connection

Under the sand on the quiet beach sits this pipe leading into the ocean. It is rather clear that it is meant to carry some kind of effluent, probably storm water. However, it is unclear whether this is connected to the nearby tower building behind the casino or what the specific purpose of this project is. Swimming is prohibited near the pipe, perhaps indicating that there is some other hazard to the effluent water. It did not seem to disturb any of the people swimming nearby.
