Beach rules sign

No lifeguards have police authority. Actually that is probably not what this sign means. Also, it seems to prohibit the volleyball games being played nearby. It reads:

No minors under age 13 unless accompanied by an adult
No ball playing
No alcoholic beverages
No glass bottles
No swimming 5pm to 9am
Lifeguards have police authority
