So it's not really for a weather machine

So it's not really for a weather machine

Ok, you got me. The winter/summer switch seen earlier is the equivalent of a "heat/cool" switch on a modern thermostat. Of course, I'd never seen anything like it. This design presents some usability issues. Do I switch it to summer when I want it to feel like summer? Does this switch activate a weather machine? In fact, the sign to the right explains that this is not the case. It reads (with superfluous quotations):

Operating instructions for A/C and heat -
1. Place the summer-winter switch on 'summer' for A/C
2. Turn the air conditioner on. Note: "Do not" turn the numbered dial, above "8".
3. Place the summer-winter switch on 'winter' for heat.
4. Set thermostat as desired.

Why do people use quotations for "emphasis?" Where do they "learn" this?

If you are supposed to "not" turn the numbered dial above "8" then why are there higher numbers there in the first place?
