The ladder that goes nowhere

At the entrance to the campus center, a curiously mounted ladder leads one from the tile floor up to the drop ceiling above. It would be very difficult to get to anything on this ladder, considering that the drop ceiling is hung all around it. Once again, no real explanation for this.
