No heavy trucks sign

I am not sure exactly what this sign is supposed to indicate, but between the arrangement of four of these signs, there is a 1' drain pipe in the ground. Note the culvert where a tree is growing in the right edge of the picture. The consensus seems to be that this was to indicate that heavy machines should not drive over this culvert.
