Maintenance hatch and dedication plaque
It's... dedication time. At one time I'm sure this small metal plaque contained some information about the manufacturer or specifications for the tank. But years of neglect and graffiti have obliterated anything it once said. A pressurized access hatch to the inside of the tank is visible at the bottom. Like an airplane door, this seems to be "self sealing" in that the positive pressure from the inside of the tank holds the hatch shut when it would be hazardous to open.
