Leaking Chloride lead acid batteries
Chloride was a brand name manufacturer of sealed lead-acid batteries intended for use in emergency lighting applications. As you can see this building was wired for central emergency lighting (which seems to defeat the purpose in a way). The massive bus bars are slowing reacting to the lead-acid solution and turning a blue color, contrasting with the reddish brown of the natural rust. In the basement of an administration building.
