The privately owned Peter Cooper Village / Stuyvesant Town residential development has its own private security force, calling itself the "Department of Public Safety" although it is not an actual public service. As you can sort of see it is equipped with a yellow mini lightbar. This unit is marked #2. The other vehicle, still running, can be seen in the background.
